You can't buy time into PERA unless you are on military leave or unpaid medical leave from your current department. Why not leave your money in AZ and not touch it? The penalty will be a lot if you touch it.

Some departments give you everything back that you put into your pension if you leave before you are fully vested into it. That is 10 years down here.
