Yes and No, some cities like Boston have residency rules that require you be a resident for a year before even taking the test. Other don't but keep in mind that when the hiring lists are established a resident will ahead of a non resident. In other words you can take the test but your not going to be able to claim any residency which will put you behind a lot of other candidates who are.

The short answer is "It depends". Generally speaking vets will always go ahead of the non vets provided they pass the test. With Boston being a resident only city I have seen non vets get on as well. In all honesty your really buying a lottery ticket so to speak. I've known people that had no vet status get picked up by sheer dumb luck, I've seen others that only got on because of their vet status and would have never been hired without it. Sadly I've also watched other well qualified people score high but get nowhere test after test.
