You always see and hear about the seemingly non-stop high-speed vehicle pursuits in Southern California and while I've heard of a couple now and again on the news, it seems that they really don't happen often in the DC/MD area. Obviously they happen, but how often? I'm thinking the news just doesn't cover them...like everything else? Do other jurisdictions have limitations similar to DC's (no pursuit unless serious felony)?

Each agency has their own policy on pursuits. Our agency has a whole section in their procedures on them. Time of day, traffic, weather and the charges all play a role in whether a pursuit continues or not. Most times the DO will make the decision.
And pursuits really do happen in MD but you're right they're not really televised as much, although I thought I saw one on the news a few days ago.Deus Caritas Est
