Im starting with a sheriffs department as a correctional officer. Do they have off duty carry and/or 24/7 peace officer powers? I've heard they are Special Deputies but because they work directly for the Sheriffs Department they keep off duty status?

With recent Constitutional Carry (and prior LTCH permit shall issue) your legal no matter what the Sheriff said to at least carry.
That said to be covered by LEOSA for carry all over for the Department unless there is a state statute, I'm unfamiliar with that covers Jailers with Statutory Powers of Arrest or Detain. it's up to each department/Sheriff if they grant Jailers SPA and Credentials stating LEO. As a Jailer/CO you meet all other LEOSA requirements so thats something your Chief Deputy or Sheriff should be able to answer for sure.
