Just took the EMPCO test for another department and failed?

So I have taken the EMPCO test at another department previously and passed with a high score. Well this week I took it for another department and the test was nearly identical to the other EMPCO I took, but for some reason it kicked back that I failed. When logging into the test, the test administer was having issues with the computer system not allowing me to log in and it took about 20 minutes until I could actually take it. Is it likely there was something wrong with the actual system or that I really did fail a test that I had taken recently that I received a high score on?

Go take another test at another dept. Move on to the next one buddy.
