We can (discretionary) reinstate for up to three years after someone leaves. If its within the first year, you keep your seniority. After that, your seniority starts over.

A lot depends on what kind of officer you were. There were folks who left us that we were sorry to see go. They were hard working, dedicated, team players and we would take them back in a heartbeat. OTOH, there were others who left that were whiners, malcontents, slugs, or folks who put in the bare minimum just to get by. They had to go through the regular application process as every other candidate and no doubt scored low enough on the oral that they were never reachable. We had one problem officer who Division reinstated without first checking at the Area level to see what kind of an employee he was. While employed, he had generated considerable morale problems and turmoil among the troops. When the officers found out he was being reinstated, there was almost a mutiny and the Division Lieutenant who gave the approval had a target in his back for a while. He quickly apologized when he discovered what he had done.
Going too far is half the pleasure of not getting anywhere
