College credit question

Can anyone please tell me if by department listing saying 60 credit hours, does that mean you must have the degree? Or as long as your transcript says 60 hours? I ask because I have over 60 credits but not all in my requirements so I don't have the degree but I do have over 60 college credits

If the department states 60 hours it's 60 hours. At times they will require an associates degree but if the department states 60 it's simply 60.
