    625 ILCS 5/11-306 (c)(3) "Except when a sign is in place prohibiting a turn and local authorities by rule or regulation prohibit any such turn, vehicular traffic facing any steady red signal may cautiously enter the intersection to turn right..."

    and no, you can use turn right if you are in either one of the right turn lanes but you have to stay in your lane.

        check 625 ILCS 5/11-709(c). "Official traffic control devices may be erected directing specific traffic to use a designated lane or designating those lanes to be used by traffic moving in a particular direction regardless of the center of the roadway and drivers of vehicles shall obey the directions of every such device."

        So basically if there are two right turn lanes it doesn't matter which one you are in. Not only can you turn right, you SHALL turn right.

              That is correct. However, I can't think of a situation where there would be more than one right hand turn lane and a sign prohibiting right turns via one of those lanes. Basically, if you are in a right hand turn lane, you may turn right on red. We have an intersection just like this in my town and whenever I'm the lead car I turn right on red but most people seem reluctant to do so.
