    If non home rule (under Police-Fire Commission Rules) they have to give a new test, unless they have ordinances in place for lateral hiring (if an immediate hire is needed), but still need to establish an eligibility list. Home rule towns can give a new test,extend the life of a list, lateral hire, pretty much whatever they want ( Don't have to follow Illinois Police-Fire Commission Rules).

    Almost all Eligibility Lists say "valid for 2 years or until exhausted". So once a list runs out of people, they can make a new list, or start taking people from a new list, even if it hasn't been 2 years.

    Unless, of course, there are still able-bodied horses in the stables. Then, a new list is created based on the results of a chariot race.

    It will depend on the civil service rules of the jurisdiction in question.

    In most cases, civil service rules require you to hire from the old list until it is exhausted of candidates or it reaches it's expiration date, then you move to the new list.

    However, in a few rare jurisdictions, civil service rules allow for lists to be combined whenever new testing occurs. This constantly changes candidate's positions on the list depending on who has scored higher than them on the newest test.

    Every town has a back up list for emergency hires just in case the original list is exhausted. You know the list where they can start hiring the horses to fill sworn officer positions. Please let me know, thank you.
