Can a city not hire from a new list if the current one is not expired? If the current one is not expired, but has no one left on it (due to hiring and becoming ineligble), can they hire from a new list? Please let me know, thank you.

It will depend on the civil service rules of the jurisdiction in question.
In most cases, civil service rules require you to hire from the old list until it is exhausted of candidates or it reaches it's expiration date, then you move to the new list.
However, in a few rare jurisdictions, civil service rules allow for lists to be combined whenever new testing occurs. This constantly changes candidate's positions on the list depending on who has scored higher than them on the newest test.Going too far is half the pleasure of not getting anywhere

Almost all Eligibility Lists say "valid for 2 years or until exhausted". So once a list runs out of people, they can make a new list, or start taking people from a new list, even if it hasn't been 2 years.
Unless, of course, there are still able-bodied horses in the stables. Then, a new list is created based on the results of a chariot race.
