Does anybody have any feedback regarding this agency? I'm specifically looking at finding out the availability of off-duty details that are available to supplement the 32k starting salary.

I work for TPD, and not directly for this agency. If you like proactive work, this isn't really the place. There main function is security for the state capital, and surrounding state buildings. They also patrol several other state offices throughout Tallahassee. Not a knock to them, but they are basically security guards.
They work several apartment complexes off duty, and I believe they are allowed to work the civic center. We the exception of that, TPD and LCSO get most of the off-duty in town. I would assume they pick up some nice OT during legislation session, but thats not much to make up for the 32k a year. They do get some nice training, since they fall under FDLE. They've got a couple of K9's, and members of the area bomb squad.
