    I know LE in CA can do so without notifying the other party. Anybody know what PC section gives the authority?

    Pc 633. In comm centers it is based on case law. If you are talking to the police (or calling them) you should expect to be recorded. Thats why when you call 911 or a non emergency police number, the PD doesnt have to give a disclaimer the line is recorded, or have that annoying beep.

      If you get by you local law library, look for a small paperback titled Bell's Book on Bugging. It will answer all your questions on recording in California.
