It's like this - salaries, benefits and ability to promote do not necessarily put a department in the top 10 list. It's what floats your individual boat.
I've worked for a department whose pay and benefits were obscenely generous, but my worst enemies had more integrity in their little finger that upper management did in that agency, and working there sucked. I've worked for a medium sized agency whose pay and benefits were so low that many officers were overtime whores or needed second jobs to make ends meet, but we were family and took care of each other. I cherish my time there. I also spent several years with a small agency that was flat broke and had to beg, borrow or steal when it came to equipment and facility needs. I had a great time there as well.
It all depends on a combination of the quality of your coworkers, the quality of your supervision and management, the tax base (revenue stream) of the community you are working for, the attitude towards law enforcement of the people your agency reports to (city manager, mayor, city council), the political climate of the community you work in, and the quality of your union, just to name a few. And any one or more of these factors can change in a heart beat, turning your whole world upside down. You can get a new supervisor, manager, chief, city manager or mayor who has a whole different personality that can change your department from a piece of crap to the best place in the world (or vice versa). Taxes can dry up necessitating layoffs, pay cuts and equipment cuts.
So, today's 10 best are solely in the eye of the beholder, and depending on what happens, tomorrow they can be the 10 worst.

With today's day and age do your own research, it's not all that hardI'd rather be judged by 12 rather carried by 6.
It should be noted that any and all post that are made are based on my own thought and opinions. And are not related or implied to represent the department I work for.

I offer 33 years of experience, training and insight in the field, so naturally my time is valuable. Because this would be long term research that would occupy all of my time I would have to refuse business from all other clients, but I would give you a reduced rate of $9,000 per month for a three year contract.
