Saw a Leisure Village "Patrol" car in Seal Beach on their property not to long ago with red and blue lights on their units. And then saw this pic from Ventura on flickr. Anyone know what their status is- IE do they have agreements with the locals to have peace powers for the blue lights? Just curious. Didn't see any of their officers to ask.

They can't enforce laws if they are not peace officers...maybe they have an agreement with the HOA that if someone is caught speeding or whatever that their HOA dues get fined or something. But if they are not peace officers and they red light me, what is my incentive to stop (other than being a nice guy)?sigpic
