Daughter is stationed at MCAS Yuma, her car, and her driver's license is in her home state here in Nebraska, now she is thinking about a smallish motorcycle or scooter to put around town in and in close proximity. I assume AZ has motorcycle permit, can she license a cycle in AZ without being a permanant resident, and any way she can get an AZ motorcycle operators license or dual license without giving up her Nebraska license or does she need to get the motorcycle operators update onto her Nebraska permit.

Getting a license to operate a motorcycle in Arizona will require her to obtain a standard AZ license as well. They won't allow 2 licenses.
