I've once thought about gathering reference letters from people who wish to write them for me. But, when I thought about it further, and after going through a hiring process in the valley, I decided just to get the permission of those people to be personal references instead. THe BI is gonna talk to them and they are the people I would want speaking on my behalf.

Otherwise, I would have them address it genericly "To whom it may concern". That way you can use them more than once.

    Letters of Rec Q?

I am in the process of gaining a few letters of recommendation but I was curious, who should they be addressed to for each department? The chief, the recruiter, who? Thanks in advance.
