    Sandiganbayan orders Pangasinan mayor jailed

    A Pangasinan mayor has been ordered jailed by the Sandiganbayan Second Division for beating up two suspected cattle rustlers inside his office six years ago.

    The anti-graft court on July 31 convicted Burgos town Mayor Domingo Doctor Jr. of two counts of slight physical injuries filed against him by Felipe bonzo and Rudy Bonode.

    The court sentenced Doctor to 20 days imprisonment and ordered to pay the complainants P5,000 each as indemnity for the injury they sustained.

    Court records showed that on June 24, 2002, Bonzo and Bonode were invited by the Burgos Police Station for questioning over the disappearance and butchering of a cow in Barangay Don Matias.

    After denying their involvement in the cow’s disappearance, the two were brought to the mayor’s office at the Burgos town hall.

    Bonzo told the court that he was escorted by a police officer into Doctor’s office. He said the mayor punched him twice to the chest after denying accusations that he was involved in the cow’s disappearance.

    The complainant said while he was resting outside the mayor’s office, he overheard Bonode pleading to the mayor and shouting “Tama na po mayor. Huwag mo na akong suntukin (Stop mayor. Don’t hit me).”

    Bonode said the mayor was forcing him to identify his alleged cohorts. He said the mayor threatened to kill him after refusing to admit to the crime.

    The complainants separately underwent medical treatment and secure medico-legal certificates and filed the criminal case against the mayor before the Office of the Ombudsman.

    In its decision, the anti-graft court said the complainants’ straightforward testimony and their medico-legal certificates sufficiently established Doctor’s guilt.

    “We commend the mayor and express laudation for his noble purpose of eradicating cattle rustling in his municipality. But we caution him not to achieve the same through the use of violence and intimidation,” the Sandiganbayan said.
