I currently have stock glock sights on model 23. I usually shoot about 150 rounds a week at paper and milk jugs but absolutly can't stand the sights. Does anyone know of a good set of sights made for accurate target shooting for under $100? Also, I would like them to be tritium.

Most Glock sights are going to be "combat" sights. This means that the rear notch will be wider to allow more space to be visible. Apparently this makes it faster for the eye to line up.
You are probably going to need to look into some custom sights.
You will also find that tritium is used in combat sights and rarely in target sights.
I have Trijicon sights on my G21 and Ameriglo on my G26. I bought a Glock 23 in 2005 to just have and also found the stock sights to be difficult. Two years later I put tritium night sights on it, and the problem went away. It eventually became one of my off-duty options. What was strange to me about those stock sights was that the front site seemed inordinately wide, and it was difficult to make precision shots with since it would cover nearly the whole target area. Even in combat shooting I found it troubling. Change the sights, and you'll be fine.
