Handcuff recommendations?

I personally like Peerless handcuffs. Both my current employer as well as the dept. I used to work for have issued Peerless and I have never had a complaint. I am a big S&W fan, however hate their handcuffs...the double locking mechinism is poorly designed. I have heard good things about Hiatts too. I have never heard of a dept. not issuing you handcuffs as that is normal duty gear, any reason as to why they would not issue handcuffs?
