Where to get inexpensive rainwear?

Where have you found to get a hi-vis rain jacket without spending $100?

I guess I am being too picky - I don't want one of the vinyl cheap his vis rain coats - but I don't want to pay big money for something that breathes. Around here we get lot of pop-up storms where it rains for 2 hours and then is stinkin' hot for the next 8 hours, then rains again.
