  • Initial step increases

    Trying to get some insight on the feasibility of negotiating a step increase to 7 step 10 when applying with FLEO agencies. I'm currently an active duty AFOSI agent and have been doing 1811 work for 6 years now. When I applied for the Bureau I was automatically offered 10 Step 2 which was a surprise, but the job I really want, the USMS, starts at 7. In the event the USMS doesn't come out of the gate with a step increase like the Bureau did, any advice on how to go about asking for a higher step to offset the pay cut? I'm not even sure if they will do it since i'm active duty military and technically not an 1811 or a FLEO. Anyone with experience feel free to chime in, thanks in advance.

    I know you're active duty but my guess is based upon your experience with AFOSI they would have to bring you in maxed out at a 7 step 10 for the position and maximum allowable. Of course thats just me applying 1811 logic coming from another agency but I'm not exactly sure the formula they would use coming off active duty to a traditional 1811 gig. It sucks up front if your coming from an 1811 gig with LEAP down to a 7-10 without but it will payoff on the backend for sure.

      Thanks for the input, and you are absolutely right, the pay off in the long run is well worth the sacrifice in the beginning; especially for an Agency I really want to be with.

    A lot of the leeway agencies have with adjusting pay is not available when moving fed to fed. I'm not sure if that would apply to the military or not? But most hiring incentives are only applicable to someone coming in from the private sector.

      Q: What were to happen if you were to say to USMS, "Hey, I really want to get on with you guys, but you're only offering me a GS-7 and the Bureau is offering me a GS-10. Anyway you can match their offer?"


      A: (GS-9 personnel specialist on the phone): "Sir, either you are accepting this position or not. I have a spreadsheet of names to call if you decline."

      I can tell you having been hired recently by USMS that if your current AFOSI is mil and you tberefore aren't currently in the GS scale, you will only be getting the 7 step 1.

      Also, the step 2 of the 10 is extremely peculiar and almost seems like a mistake. That one step is what, a few hundred bucks? So likely not of any matching significance, certainly not a recruitment effort, and doesn't conform to any OPM rules for stepping out pay for a new, non federal government employee hire.

      ​​​​​​Besides, I'm not sure why you'd want to do Marshals over an FBI offer. That's not hating on the usms, and some of my classmates are on here so maybe they can chime in, but I'd talk to a few marshals and see exactly what the job is your first few years/5/10.

        If my recollection serves me correctly, you're the one currently making 67k (as an estimate) in AFOSI currently with a family? Do what is best for your family pay wise. To Battlewagons point you most likely won't be doing anything similar to what you're doing currently until hitting seniority. Im going to go out on a limb and say the first 2 to 3 years until you get converted to 1811 is mostly court security, anyone is free to correct me on that.

        Take the bureau offer if you want to do investigations. I have quite a few friends in usms including a couple that were former AD OSI, most hate it with the exception of one that’s on a fugitive TF. The rest do nothing but court security and prisoner processing, it’s often not the high speed job it seems from the outside looking in. Money is not everything obviously but you wouldn’t even make LEAP until your third year with USMS. Factor no LEAP to a 7 salary, and all the tax free benefits you are losing leaving AD it is a huge paycut. A GS10 with LEAP would make it much better financially.

          solid advice... I have yet to find anything in the Federal G or Military that is as highspeed as it looks or sounds including my time with "joint commands", not to take anything away from people doing the hard jobs... but people just naturally have a way of hyping things up

        Solid advice so far, but allow me to expound. Of the job offers I have the FBI is my #1 choice for a few different reasons, however I'm still awaiting word on my BI and theres no telling when that will clear, some folks have spent over a year in that phase alone and i'm only a few months into it. I'm hopeful it will clear in the next few weeks and i'll be on my way to Quantico for the July class. However, $hit can still go sideways there, so next on the list would be the USMS bc all that I have left is my FIT test. After that I have a few others referrals or I spend a year in Afghanistan as a counterintelligence contractor. The biggest driving factor is my last AD paycheck comes in on the 9th and then i'm living off my savings. So as time goes by my priority is shifting to locking down a pay check regardless of the agency.. I even have a few OIGs in the hopper but no offers yet.

        Great points on the ugly side of the USMS as well, the gig I applied for is DC Superior Court which will be the least sexy thing you can do in the Marshals.. at least from my experience with them. But i've learned every agency has its $hit work and on top of that some have bonehead managers that make even the sexy work a nightmare. From what i've seen the USMS seems like a good place to be, but thats always going to be relative to the individual and what they want in an agency. I've worked with people from nearly every agency that hated it, not bc of the work but usually HQ level management... but i've yet to meet a Marshals that hated the job, maybe some that missed running cases, but not more than that. My perception of the USMS could be skewed bc of this so its something i'll have to reevaluate but i've worked closely with 3 different Offices and even talked to a few from DC before applying.

        I digress, it sounds like this is pretty much wrapped up as far as the original question goes.. not much chance of a step increase if I am "i'll say forced" to take the USMS job. If I do get the opportunity to request a step increase and all goes well i'll post an update, if not i'll slowly die inside, like this thread as it slowly slips into the nether regions of the forum... prolly like page 54 or something....

          If usms offer comes first, take it. And if bureau calls with an offer after you’ve started then leave usms for quantico if it’s your first choice.
