      Fed locality pay isn't all that it's cracked up to be. Yes the fed locality pay for SF is 40% but the locality pay for the US that isn't in a specified locality pay is 15%. So a guy in Fargo, ND is getting 15% locality pay while the guy in SF is getting 40%, I think most would agree that the cost of living gap between Fargo and SF is a lot bigger than 25%.

      Fed pay is great if you're in a low-income/poorer area. But if you're in an area with a high cost of living, the enhanced locality pay really doesn't help that much.

            Very few things are perfect and Federal locality pay isn’t one of them. Yes it makes no sense why Stockton gets SF locality pay. There is a proposal to award Imperial Valley (El Centro, Calexico) Los Angeles locality pay. This would make them better paid then federal employees in San Diego which is a much more expensive area to live.

            Having said that the far majority of areas across the nation federal employees do very well when compared to local and state employees. A lot also depends on the position. If you are a GS12 or 13 with a premium pay (LEAP, AUO) in SF you are doing pretty well and can probably be in the 140-160k range depending on time on the job. Now if you are a non-Leo GS 6/7 in SF the locality isn’t going to be enough.
