"The job description for Announcement OPM-INV-10227802-DH-AJA, Criminal Investigator, informed you that you may be required to take one or more online assessments in order to complete your application for this position. It has been determined that you have completed all required online assessments and your application is complete. No further action is required."

This is in the original announcement. So I think this email just means we don't have to complete testing right now to prove our qualifications. We will all have to complete the SA exam either way.

"Within approximately 3 weeks of completing the application in USAJOBS and USA Staffing, tentatively qualified and eligible applicants may receive an Assessments are Required notification. Included in this notification will be a link to a web page with further information about scheduling the proctored online assessments. Shortly after receiving this message, these applicants will receive an invitation directly from the proctored testing provider inviting them to schedule an appointment to complete the online assessments.

I came across this, when I took the DO test it seemed similar to what is in this test guide.

This is actually becoming quite comical, between here and delphi, sooo many different theories are being bounced around lol. I guess this is our first official “case”, investigating what these emails truly mean!!!

The thing is that I don’t understand why. The email is actually pretty clear, and not really open to interpretation. But I have noticed over the years that when it comes to hiring processes, speculation runs rampant and people start reading into things.

If you have already taken a USA Hires assessment, same used for USMS and several other Agencies (also stated in the announcement) then you should have gotten the ambiguous email stating no testing is required. Did anyone receive that email who has not taken the 3 part USA Hires exam?

I have taken the exam for USMS in 2017 and received the "no testing required" email and a buddy who also applied to the ICE announcement has not taken any other online assessments also received the "no testing required" email..LOL

I understand the HSI exam is proctored but this email if from OPM and not HSI. I figured that after passing the USA hires exam and all other criteria is met, your package will be passed to HSI at which point you will be scheduled for the exam. To my knowledge the USA hires exam screens differently than the HSI Special Agent Battery. I guess we will have to wait and see.

I know someone that has never applied to any other usajobs announcement other than this one and they got that email. So other tests counting theory is out.

I received the email to schedule an assessment. I applied very early in the announcement. I also passed the USMS assessment within the past year. So whoever decided that was a good theory, I think we can put that one to bed. It’s too early to speculate. Patience will answer all of our questions.

4 people at my job applied... i applied the 4th early. Another updated his app on the 5th (originally applied the fourth) and two are unknown. We all have essentially the same qualifications and yet the two unknown when they applied got scheduled for testing and myself and the other guy got the no further email. So if i had to guess it would be due to being past 1000. I applied 2 hours in and my buddy initially applied an hour in im trying to find out when the two unknowns applied but they work a different shift.

So is it safe to say that if I haven't received an email of any kind that I wasn't one of the first 1000 applicants? I applied around 1am on 6/6. I applied out of the NYC region and chose LA and San Diego as my 2 preferred locations.

Got scheduled for testing, applied within 5 minutes but my scheduled exam confirmation email states my exam is only 30 minutes in length? I saw a poster put his confirmation on Delphi and his exam was 320 min? Anyone in a similar situation care to explain why the difference?

Don't feel bad. Those of us that got an email don't really have a clue what the email means. We might as well have not gotten one either. lol

Current fed leo. Got the email saying all assessments were complete. Currently a ws-08 I know I can be for stuff up to a 13 with my current agency from this scale so maybe that's why? Who knows.

That might be it too, I am a GS8 and have done enough to qualify for GS9. When I applied for the BPA and CBPO GS9 VRA I didn't have to take a test. Maybe the test is only for those that merely qualify for GL-7.

        • #71
I also received the all assessments complete e-mail and I applied on 06/05. I'm of the opinion that its neither a DQ e-mail, nor a "free pass" e-mail. I'm sure whoever is selected to move forward will have to take the SA test battery, as stated in the announcement. We will all find out sooner than later if the folks who got the e-mail to schedule the USA Hire online assessment are also the first ones contacted to take the SA test (i.e. the first 1,000 applicants). FWIW, I took the USA Hire online assessment for the USMS announcement within the past year.

Remember - This Direct Hire was authorized because ICE HSI proved they had a need for critical hard to fill specialties and skills. This isn't an open announcement. People are behaving like they HSI is obligated to move them forward/owed a pass to move on because on paper they meet the basic requirements and are eligible for the position. That "all assessments complete" is a generic USA Hire email, with people receiving it who had never taken any 1811 assessment before for any agency. They already have plenty of people from previous announcements in the pipeline to pull from. I believe this announcement is for offices to have greater control over who gets fast tracked (critical skills) to catch up and be added to the pool, and have other potential candidates standing by to create another pool for inevitable DQ's/offer rejections/withdrawals.

The whole email process has been a complete mess, and they obviously have lots of kinks to work out but as I understand it, this is fairly new for them so growing pains are expected.

It's actually pointless for us to have this debate. Whether the email is to let people skip the test or not is irrelevant because no one knows what it means for sure. We should just wait for clarification before we start just making hard definite assumptions. There are several people who have gotten the email to test and not to test who have great qualifications. I have a degree and several years working narcotics in a major metropolitan in the United States. If they are seeking other skills that's great, we can all wait our turns. But I am not going to make any kind of definite assumptions until OPM comes out and gives further clarification over this miscommunication issue they are having with the emails.

Hey guys, for what it is worth here is my situation. A buddy of mine and I have applied for two other federal jobs and this one at the same time. We have assessed the other two at the same time as well; non DHS assessments. For the HSI opening, I applied before he did, but he literally hit submit less than 10 minutes after I did on the first day of the opening. He received an email stating he would need to take the test, however, I received the "no need" email. I would say it is safe to hypothesize that "the email to take the test is for the first 1,000 applicants" is debunked. So who knows what and why they are assessing us the way they are. Let me add that I do have a Bachelor's Degree, graduated Suma Cum Laude, been in LE for 11 years, and have various specializations related to LE. My buddy, though amazing in his own right, does not have quite that much. Lastly, I am a female. I also applied for the female only opening this past week. So....all this to say, who the heck knows guys. TBD??? Good luck everyone and hopefully they'll clarify soon!!

Personally, I think ArmyCyber debunks the theory that a certain level of qualifications gets you a pass or no pass on the test. That dude.....or gal....is qualified as all hell and is taking the test I believe
