Bill Increasing Homeland Security's Budget Passes House

              Associated Press
              Thursday, June 25, 2009

The House passed, 389 to 37, a $44 billion spending bill last night that awards the Homeland Security Department a 7 percent budget increase, with money for more border patrol agents and for anti-piracy efforts off the coast of Somalia.

The measure would fund more than 20,000 border patrol agents, about double the number employed before the 2001 terrorist attacks. It also provides $10 billion for the Coast Guard, including $242 million in funding for operations in the Persian Gulf and against pirates off the coast of Somalia.

The measure also provides $1.1 billion to equip airports with explosives detection systems, almost double current funding.

              ...

Does anyone have any idea what kind of effect the passing of this bill may have on hiring in the near future? I skimped through it but didn't see any specific timelines except that the funds were to be used by the end of the 2010 fiscal year.

I spoke to someone via email for my quals. She explained to me that she must try to qualify me for GS7 before giving me GS5.. which GS5 is what I originally applied for. So, I explained to her I worked security for a couple of months and then I had 1 month of Volunteer work and the rest of the time was at TSA. "Specialized" the way she described it included any managerial, supervisory, or compliance/regulatory roles. I think you could email an HR assistant or call and ask questions. So not really fighting but ask to have an email sent to you of what experience they have on file for you and verify that it totals up to one year or dig up some old jobs that may help them qualify you. IT IS REALLY WORTH THE TRY. I dont know about a limited number of GS-7 positions... I dont think thats true.

It has been said that GS-7 qualification can be obtained if you word your experience correctly. Now saying that a SENIOR CBPO that helps out applicants in this board is not telling the "Truth" is wrong. It has been said repeatedly that GS-7 slots are limited, but it only counts as to your TO being sent out and actually providing proof for your Qualifications, if not you're better off taking GS-5... in any case by the time you get back from training it'll only be a few months for you to get to 7.
Now I'll get back into my corner and let all of you keep posting!....

                        • In Soto's case they should pay match, providing he's been with TSA for a minimum of 90 days.

In that case, the difference between a GS-05 and a GS-07 is likely minimal. Same pay, different grade...unless he happens to be making less than GS-07 pay.

For everybody else...it depends on the situation whether or not it's worth it. "Fighting" for a GS-07 will probably cost months, maybe years, of time. Taking a GS-05 will probably move a person much sooner. If you need to move on from your current job, if you have no current job, if you're making less than the 35-45K that a GS-05 is likely to make minimally(depending on location, shifts, and the availability of OT),...then you're likely crazy not to jump in as a GS-05.
If you have a decent, well paying job that will be around for you for a few years and you can afford to push for a GS-07, it may be worth it in that case.

As far as limited GS-07 slots go...that's been the story for years, at least for new hires off the street.

Other than the funding for 65 new CBPOs(there were close to 550 new positions last year) I don't think you'll see any effect. Things will go on as usual.
