Actually, several years back there was a serious effort within much of CBP to streamline training, create a unified basic academy with add-ons as needed, credit previous training and introduce reciprocity to reduce redundancy and duplication and create mini-academies as needed as lateral-friendly academies to more efficiently move prior FLEOs into CBP.
Everyone but the Border Patrol jumped on board and was willing to play ball. The BP refused to consider it and insisted that all BP hires attend their full academy.
Eventually BP obstructionism won out, CBP, OFO and the Office of Training and Development gave up trying and we're at where we're at today.
