Search the internet for CBP templates addressing NOPAs. There are several out there. Honorfirst.com has at least one...for a start.
Reply back to the agency explaining how you've moved on in life since 2008. You're a better person, more mature, and how, while the 2008 you might have made some poor choices, the 2015 you is well beyond thst, you've taken your past beatings, learned valuable life lessons and have closed that chapter in your life. ..never to return. In 2015, you're a new, better you.
