    NTEU Calls for CBP Authorization To Address Need for Increased Staff

    Tuesday, April 8 2014

    Washington, D.C.—The leader of the union representing homeland security employees today called on a key House subcommittee to include in pending Customs and Border Protection (CBP) reauthorization legislation provisions authorizing the hiring of additional CBP Officers and Agriculture Specialists to help meet critical staffing needs at this vital agency.

    President Colleen M. Kelley of the National Treasury Employees Union (NTEU) said Congress needs to enact legislation to provide a modest increase in customs and immigration user fees to help meet the administration goal of bringing the total number of CBP Officers to 25,775. NTEU is urging an increase in the immigration and customs user fees by $2 each. User fees have not been increased in years and some of these user fees cover only a portion of recoverable fee-related costs.

    In submitted testimony, President Kelley told the Homeland Security Border and Maritime Security Subcommittee that long-term understaffing at the nation’s 329 land, air and sea ports of entry is the most significant roadblock to legitimate trade and travel efficiency.

    “Despite an enacted increase in appropriated funding in fiscal 2014 and 2105 for an additional 2,000 CBP Officers,” Kelley said, “CBP will still face staffing shortages in fiscal 2015 and beyond.” She added: “If Congress is serious about job creation, then Congress should support enactment of legislation that increases (user fees) by $2 each and adjusts those fees annually to inflation.”

    However, if that does not happen, Kelley said subcommittee members should authorize appropriations to address the ongoing shortages in both CBP’s security and trade-related functions, including its vital agricultural inspection efforts. The authorization measure is H.R. 3846.

    In addition to those steps, the NTEU leader pressed again for an end to sequestration, first, because of its continuing harm to federal agencies, their employees and the public; and in part to help CBP avoid negative consequences like employee furloughs, hiring freezes, reductions in service, increased waiting times for travel and trade, and a worrisome impact on national security.

    She also urged the subcommittee to authorize extension of enhanced pay and retirement recognition—secured by NTEU for CBP Officers after a lengthy battle—to additional CBP personnel, including Import and other Commercial Operations Specialists, CBP Seized Property Specialists and CBP Technicians.

    Finally, underscoring the importance of the congressionally-authorized Foreign Language Awards Program (FLAP) in assisting international travelers whose primary language is other than English, Kelley urged the committee to ensure full funding of FLAP. CBP sought to reduce sharply FLAP payments to more than 7,300 eligible CBP employees for 2013, but relented in the face of NTEU objections. However, the agency has again proposed reducing payments under the program for this year.

    NTEU is the largest independent federal union, representing 150,000 employees in 31 agencies and departments, including some 24,000 in CBP.

        • Well, sadly I failed the polygraph a few weeks ago. Though I thought I was being truthful, I guess I wasn't to IA polygraph administrator. The main thing that got me was the drug question, thought I've never taken any illicit narcotic ever, I failed. I guess it is what it is, there is no point in crying. Though sad that I basically ****ed away 10 months, I'm still fairly happy that I got to experience the process. Good luck to everyone, I hope you get selected to continue on to FLETC. I just wanted to ask, has anyone ever contested the poly result? How long does it take to get the DQ letter? Though I was told I failed by the administrator, there's no point in jumping the gun if there's hope! Also, how long do I have to wait in order to reapply? I currently do work for DHS, I was just hoping this was my in for federal law enforcement...

            I keep reading about people failing on the drug question during the poly. Is it that people get slightly nervous or spooked when it comes up even if you've never done it, maybe some sort of trigger (know someone that has tried them)? The examiner keeps interrogating for a good 5 minutes trying to get you to admit it? Or that you're just way too calm when you answer and the examiner just does a random lottery even if your baseline is consistent? The voodoograph being an end all is just silly. I would figure it would be used as a tool to further look into certain portions of the SF86 and verify the results. Otherwise, the BI portion is still extremely faulty.

              Subscribe to a credit monitoring service (can't post links but do a Google search there are many out there). Once you do this and retrieve your credit files from all 3 bureaus, look under the "credit inquiries" section. If they pulled, you will see an inquiry from them.

                    • So combing over the announcement, I'm curious if they even follow how the process is conducted. Typically there are categories I'm assuming:


                      HOW YOU WILL BE EVALUATED:


                      You must pass the CBP Officer Entrance Examination. This examination contains three (3) sections -- Reasoning Skills, Writing Skills, and the CBP Experience record. To be eligible, applicants must have a score of at least 70 (excluding veterans' preference points) on the written examimination. If you take and fail the written examination you will not be able to retake it for one year.


                      If you meet the minimum qualifications, you will be placed in one of the following categories:


                      • Best Qualified: Applicants possessing the type and quality of experience that substantially exceeds the minimum qualifications of the position.
                      • Very Highly Qualified: Applicants possessing the type and quality of experience that exceeds, to a very considerable extent, the minimum qualifications of the position.
                      • Highly Qualified: Applicants possessing the type and quality of experience that exceeds, to a considerable extent, the minimum qualifications of the position.
                      • Well Qualified: Applicants possessing the type and quality of experience that marginally exceeds the minimum qualifications of the position and who demonstrate average proficiency in most of the critical competencies of the position.
                      • Qualified: Applicants possessing the type and quality of experience that meets the minimum qualifications of the position.

                      Veterans with 5 point preference who meet the eligibility and qualification requirements are placed above non-preference eligible’ within the category in which they qualify. Veterans who have a compensable service-connected disability of at least 10% are listed at the top of the highest quality category depending on grade level.

                      WHAT TO EXPECT NEXT:
                      Once you have completed the application process and passed the CBP Officer exam, your name will be added to the CBP Officer inventory. You will be considered for future openings in “category order" in accordance with veterans' preference regulations. As referrals are made in the geographic region you selected and your category is reached, you will be referred for a position. If you are referred you will be placed in the pre-employment process and you will be emailed instructions on what to expect next. Your name will be removed from the inventory. There is no guarantee that everyone on the inventory will be referred for a position.

                      Wondering if applicants are actually placed in categories within a geo region based on quals, and I suppose then ranked based on score. I would assume best qualified would be cherry picked first then onward for positions AFTER completing all steps? But then again, we all know nothing ever goes according to "plan." Since apparently there needs to be at least 2,000 (hire by FY15 or lose the positions for FY16), there's probably no method to any madness.

                        Yes you do. Most are $10 a month but well worth it as they protect you from fraud and identity theft matters as well. You are also entitled to one free CBR from each bureau once per year. Google: Annual Credit Report for instructions.

                            Check your credit report.. It will show in the 'inquiry' section as "CBP - Possible employment" or something along those lines

                              • I received an email stating I qualify for GS-7. Anyone know what the starting salary is for that level? Also, is there locality pay for CBPOs?
