In addition to meeting the qualifications of GS-07 (which have been more or less explained previously by others here), a person has to:
1: Apply under a GS-07 announcement. If a person hadn't applied for consideration as a GS-07 applicant, he won't be considered for a GS-07 opening, regardless of how well-qualified he is.
2: There needs to be a GS-07 funded position available in order for the agency to make a GS-07 offer. Each go-around, there are limited amounts of GS-07 offerings available. If the supply of GS-07 offers are exhausted, no more GS-07 offers will be issued until new GS-07 positions are funded.
My across-the-board, blanket advice...take the GS-05 and run with it. I've seen plenty of people argue over a few grand in base pay and ultimately set themselves back months if not years before being hired. Meanwhile, the guy who jumped quickly into GS-05 pay was hired, has seniority and after 12 months reaches GS-07 'the easy way'.
