        • So I signed up for TSA and BP is still in the works. Got the TSO test on 7/26/2010 and the BP written test next month.

Don't believe it? Even though it's in the FY11 budget? How about this letter NTEU just pushed out.

            TO: CBP Chapter Presidents
RE: OFO Rank and Insignia Modification Briefing

SUMMARY: On July 20th, CBP briefed NTEU of its intent to establish rank and insignia modifications in conjunction with the implementation of the journeyman increase from GS-11 to GS-12 for CBP Officers and CBP Agriculture Specialists. These modifications are not final, and NTEU hopes to receive comments from bargaining unit employees with regard to these changes.
CBP is creating a Journeyman GS-12 position for CBP Officers and CBP Agriculture Specialists. In doing so, CBP has provided NTEU with the following plan for modifying rank and insignia:
            · CBP Officers and CBP Agriculture Specialists will wear the current “broken bar” insignia at the GS-12 level. CBP Officers and CBP Agriculture Specialists occupying a GS-11 position at the time of the journeyman increase but who have not satisfied the time-in-grade requirements for the GS-12, will continue to wear the “broken bar” signifying their rank under a waiver provision as it relates to the wearing of the “broken bar.”
            · All current GS-9 and future GS-11 CBP Officers and CBP Agriculture Specialists will wear the current “silver stripe” signifying their rank at those levels (except for uniformed employees who were waived in at the time of the journeyman upgrade).
            · All current GS-9 and GS-11 Seized Property Specialists will wear the current “silver stripe” signifying their rank at those levels.
            · CBP Officers (Enforcement) will wear the “silver bar” insignia rank at the GS-12 level. CBP Officers (Enforcement) currently occupying a GS-11 position at the time of the journeyman increase but who have not satisfied the time-in-grade requirements for the GS-12, will continue to wear the “silver bar” signifying their rank under a waiver provision as it relates to the wearing of the “silver bar.”
Please contact Negotiations Legal Specialist Luke Chesek via e-mail at [email protected], should you have any questions or concerns regarding this initiative. Your input is critical as NTEU provides CBP with employees’ views on this matter.

                • Considering we were supposed to receive them earlier this year and in March, I don't expect it to happen. They say September, I still don't believe it.

Well I may or may not be a CBPO somewhere in the US. But what I can tell you is that Seattle and the Northern Border ports (for which there are some smaller out of the way ports) are the only ones that hire off the street.

And no, haven't heard a word. Seattle went balls out in hiring in the last few years and now I believe were a little over manne. But I'm sure if they can, the'll start getting some more people in the pipeline.

                        • This is what I was told, and I like to think I get good info, is that FY10 (first PP after Oct 1) is it, but if they can the Commish will push for it to start sooner with left over funds from FY10. 12's are coming, the upgrade was written in blood, sweat and tears from the SWB BPA's and CBPO's.

They said we would get the upgrade this fiscal year. It is a smart business move to do it at the last possible minute. think of all the money that they saved this year, and they would have kept their word.
