There are less than 2000 people waiting in TSU.
Even assuming that there are 2000, that's not exactly that large of a number.
A very significant portion of those waiting, maybe even a majority, are not serious contenders for the job. Lots of those still in TSU already have taken other jobs, have decided not to move for CBP, are really awaiting a call from an other agency, ...etc. If all 2000 were called today, by the time those refusing(for whatever reasons) were culled out of the process...the true working number of legitimate "yes, I'll take the position" pre-hires is likely somewhere closer to half of the TSU number.
