No they don't need any specific number of 5's, 7's, or 9's. Think about how that would work. The port of Tim-Buk-Too is supposed to have 3 5's, 4 7's and 2 9's. What do they do next year when all of the grades promote, but nobody leaves? Do they fire some people or transfer them out? Since CBP doesn't have an established procedure for effectively moving people around how are they going to create those openings? They can't. All of the 5's, 7's, and 9's are simply 11's who haven't been in long enough and aren't being paid as 11's.
But when a long train of abuses and usurpations, pursuing invariably the same object, evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new guards for their future security.

For the intelectually challenged: If the government screws the people enough, it is the right and responsibility of the people to revolt and form a new government.

your right to an extent.. they do need certain grade levels.. My wife (CBPO)works with the branch chiefs.. and part of her job is to do that.. NOT saying that is how they hire.. but they do have it that way.. when there are no 5's its easier for them to get more hired.. they get paid less. agaIN not the only way to hire.. BUT that is one of the processes of doing so.

My poor husband!!! I feel terrible but he has been soooo supportive with all of this. ( I'm also thinking its because he is trying to get on as a 1118 crim investigator and will need payback hopefully!!) We live 8 hours away from FLETC and I dont know how true it is, but people tell me its not a good idea to fly home on the weekends just in case your flight is delayed. My parents have a condo on the beach midway between home and FLETC that they said we can use on the weekends if we want which is VERY nice to have that option. My children are older and understand that I'm doing this to better myself and the family. Like I said before, my son thinks I'm going to learn how to become Jack Bower from 24. LOL!!!

You have already passed everything, do you have any idea why they are taking so long with you?

So if a port is completely manned out, but doesn't have any 5's or 7's, they can go out and hire more? What if a port has too many 9's but not enough 7's, do they get to go out and hire more 7's? What do they do about the extra 9's? They can't just get rid of them. What happens if the 7's are eligible for promotion before the 9's make 11? The 7's can't be refused promotion if they are doing their jobs successfully. If there are too many 9's then they promote to 11's do they now have too many 11's? How can they have too many 11's if they aren't over manned? It is not a rank structure it is a pay grade. An 11 is not a supervisor, so they technically can't tell you what to do (though you'd be a fool not to listen to them). They can be team leaders and can give advice, but that is about it. A 9 can't tell a 7 or 5 what to do and a 7 can't tell a 5 what to do. In fact I've seen a 7 placed in a position in charge of 9's and an 11 (not that I agreed with that decision). I think you or your wife has a few things confused.

I went through when we had training 6 days week so going anywhere was not an option. The wife came out about once a month though. That made the time go by much faster and relieved a lot of stress. Visiting you family's condo would be a good option, to get away from the center.

With 2 children it would be expensive to buy 3 airline tickets often and not fair to them to drive 8 hrs for just a weekend trip. We are very lucky we have the Florida beach option not to mention the nice perk that comes with it!! Relaxing on the beach... Nice!!

my husband has a friend who applied for ICE and CBP at the same time. While he was at FLETC for cbp he got the call for ICE and decided to take that instead. He says he regrets it now because there is more room for advancement with the CBP. Don't know if that would help your decision if it happpens to you, but I would do some research before deciding anything.
