My NOR says the same thing, but with 95 as the rating. I wonder if yours says 70 because of the location (is it a SWB/OCONUS location)?

I wouldn't use the term "perfect," but, yes. The most you can score is 100 w/o vet points, and vet points are either 5 or 10 and are added to your score.

Last time was pretty basic testing center test, then 2 stage interview w/fingerprints in the field office, med, background, then fletc.
