    There are many agencies whose minimum requirements are age and background, no degree required. There are also around 500 candidates for every law enforcement job in the country (I actually made that number up, but....). In order to set yourself apart, you may want to consider finishing a degree, self-sponsoring through an academy and / or enlisting in the military.

      I can't imagine any dept waiving any hiring requirements -- there is simply no need to -- not to mention the litigation that may ensue. Either apply at departments that don't have a college requirement, or start working on getting college credits.
