Last I knew, Colorado Springs was a one man port. Casper was also a one man port. Good luck working your way into those ports.

Denver had about 35 officers, management included.

Depending on where you're looking at in MT it may be a difficult sell as well. Most of western MT and the "city" PoEs are fairly completive and sought-after places. You might have issues shaking someone loose from there as well.
