        • Here is a little insight into How training is funded!

          Firstly we must understand that in government spending, a dollar is not just a dollar!

          Example: there is something called colors of money! Construction funds last the longest (5years), while R&D funds last 3 years, and lastly training funds or Working Capital funds last 1 year. So the bad news is every fiscal year (ending in September) the funds for training run out! However there is good news! You can obligate funds during that Fiscal year (i.e. FY12), and then use those funds in FY13,or 14. Usually there is a use or loss period of three years for obligated working capital/training funds. However some working capital funds for different agency's may only allow only 1 year past the FY of the obligated funds. All this information comes from the Federal Accusation Regulation (FAR). The FAR is what MUST be followed when spending government money! Each agency might have their own supplement, like the DFARS (Defense Federal Accusation Regulation) It is unlikely that the USMS has their own supplement, more than likely they use the Department of "Justice Accusation Regulation" supplement (JAR) (DHS has their own supplement). If you guys really want the answer on how and when training funds for USMS are spent and used, it can be found here http://farsite.hill.af.mil/vfjara.htm . Have fun looking for it!

          There is more potential good news! They can't post a job announcement unless they have the funds obligated. This means all of the testing, and even FLETC must have obligated funds before the announcement can be posted. The bad news, it's not an arduous process to de-obligate funds! The hard part can be asking for more funds! Example: The USMS has obligated funds for 20 new DUSM, but now wants 25. That’s the hard part. If you really want to know when training starts, ask an 1102 (contract specialist) not HR. HR will know after the Contract specialist dose! All training requires funding, and the contract specialist is the one obligating the funds. Always follow the money for answers regarding government training. With all that said, It would not surprise me if there are FLETC classes as early as Jan/Fed 2013 (Maybe even Oct/Nov). Why, because the funds have already been obligated! I could be wrong but the information provided is realistically accurate!



          However, it's an Election year so there is an element of unpredictability!

          • It's my general understanding that for FY12 funds to be used the training must start before 1 Oct 12. That said, I don't know how the ATF funds FLETC so it may be a non-issue. I also have no idea how they handle the manpower billets. As long as they have enough budget in FY13 for the number of 1811s they want/need they it shouldn't matter. They can't use the FY12 funds to pay FY13 salaries anyways. I'm sure they have it figured out and a few of you will be headed off to FLETC soon enough.

              You can obligate 2012 funds for use in 2013, this is a common government process.

                Very interesting...so they could tell us that we are hired but won't report until, say, January 2013 or whatever...

                • There are a lot of nuances with federal funding, rules of appliication, etc. so my suggestion is to take all of this with a grain of salt and not get to spun up on what they might be doing. Soon enough, 24 folks will be headed for training.

                        • As long as ATF/DOJ obligates those training funds by 30 September 23:59 hours they can use them with the P.O.P. Most obligated funds have a Period of Performance (POP) of 1 year. I am not an expect when it comes to DOJ rules, I'm however well versed with DOD/R&D agency related funds. I have worked with 1811's from NCIS, Army CID, DCIS, and DCAA on procurement related/anti-deficiency related cases.

                          Best of luck to all still in the game. I was away on training and missed my 4/12/2012 test date for ATF. Very jealous of those still in the process.

So tonight, besides our ATF worries, lets pray for all those who grieved or still do, for the children whose worlds have been shattered, for all whose sense of safety and security has been threatened in that horrific day. And please, despite our lifes concerns, lets never forget them..

                                No call here brother. Appears there were more "ghost candidates" than originally thought.Congrats to the ones who got it. Hopefully HR didnt call all 24 on Sep 11th, but wouldnt make sense to break it up. Call takes all of 10 min. Stand by for tomorrow. Theres still the hope that some will decline. Good luck to us all.
