    There is a large thread dedicated to CBP Officers, any and all questions you may have have been answered there many times...

    You apply to specific geographic locations, if and when you get an actual job offer at the end of the hiring process, you'll be given a specific POE (port of entry) be it land border crossing, sea port, or air port.
    NO, being a federal employee will not give you a leg up in the process.
