The answer to all 3 of your questions is yes. Do a search, there is a long fps thread that will answer a lot of your questions. FPS is a good federal LEO gig, they seem to only hire inspectors now (leso) which is just like the police officer position with additional security related duties.

I am not part of FPS, but I believe they actually DO NOT get 24 hour carry authority. That may have changed recently, but that was one of the big gripes (understandably). Inspectors drove to and from work in a marked vehicle, but were not permitted to carry off duty.Comment

The guys I know in FPS love it. The major drawback is the lack of law enforcement retirement. I have also heard complaints about the transition toward primarily doing security surveys with some added law enforcement. I think most of the people that don't like it maybe wanted to do all LE type stuff. I think that as long as you know that you are primarily a security manager who doubles as a cop, you will be happy with this gig. I would probably be applying too if they had the LE retirement.Comment

Not sure where you are getting that info from but it's incorrect. I just talked to my buddy who retired from FPS last year after 25 years with them.
--Can carry due to HR218 but are not allowed to carry duty weapon. DHS gave them a list and they picked off it and were on their own to buy it....
--0080 (LESO Inspectors) and 0083 Police Officers ARE NOT covered under 6c/12d retirement
--1811 (Special Agents) ARE covered under 6c/12d retirement.
--He's heard (he's still in DC) that all new hires will be 0080 LESO Inspectors. For whatever reasons, they are going to get rid of the 0083 series and make everyoneall 0080s. He did say that is subject to change due to the old Director leaving and no one knows what the new one will do....
--When they hire, it will be at a GS-7/9/11 level and top out at GS-12. That means you have to bring something to the table, it's not entry level. He said the last new hires they got in DC were all prior LEOs. All of them had expereince of some sort in LE.
--He said no clue when they will hire. He said DC is woefully undermanned due to lots of retirements and no new hires in the last 1.5 yeas.....
--As for what the 0080 (LESOs) do..... they prefom LEO duties BUT are required to do Site/Security Surrveys of US Gov buildings that they are assigned. The Survey's are the #1 thing they have to do. If one doesn't like doing that type of work, then don't apply when they open the job up. That is FPS's Bread and Butter. He said that if you are out playg Cop and you don''t get your survey's turned int, your're toast with management....
