Major Duties:
You will primarily be responsible for the physical security program as it applies to the client agencies within the buildings assigned. On a regular and recurring basis, you will perform duties as a uniformed law enforcement official under 40 US Code 1315. You will enforce and assure compliance with statutes, laws, building rules and regulations, and protect the civil rights of all persons on Federal property. In addition to the full range of Physical Security Specialist (LESO) duties and responsibilities described above, the successful LESO will be trained and will perform as a working member of an Explosive Detection Dog (EDD) team (i.e., handler and canine), searching for explosive devices. You will be responsible for directing canines to perform explosive detection searches of building and office areas, vehicles, packages, materials, and persons housed or located in Federally-owned or leased buildings. These duties will include: conducting preliminary site surveys to evaluate the threat level, working conditions, and time constraints; determining the appropriate first response and secondary actions required; and coordinating to obtain additional law enforcement and/or canine support as determined necessary.


Qualifications:
GS-9: You qualify at the GS-9 level if you possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-7 grade level. Examples include applying a knowledge of physical security principles and practices in order to analyze and resolve security problems for multi-tenant/storied buildings; identifying physical security deficiencies and preparing narrative reports; conducting crime prevention studies; and assisting in conducting inspections of worksites for fulfillment of security contracts.

GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-9 grade level. Examples include applying an in-depth knowledge of the functions, policies, procedures and regulations relating to the mission of the Federal Protective Service plus a thorough knowledge of physical security concepts, theories and principles in order to conduct intrusion and physical security surveys; analyzing and resolving difficult and complex physical security problems; and providing efficient, cost effective service to agency clients.

GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-11 grade level. Examples include applying physical security principles and practices to independently analyze and resolve complex security problems for large multi-tenant/storied buildings; evaluating the effectiveness of existing physical security practices; developing physical security plans; developing comprehensive narrative reports on physical security surveys, crime assessments, and security systems design; conducting inspections of work sites for fulfillment of security contracts.

Substitution of Education:

GS-9: You may substitute a Master s degree or 2 full years of graduate education in a qualifying field or a J.D. or L.L.B. degree for the experience required at the GS-9 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. (A course of study in business administration, public administration, and related fields is qualifying.) Check with your school or university to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

GS-11: You may substitute a doctoral degree or three full years of progressively higher-level graduate education leading to such a degree in a qualifying field for experience at the GS-11 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. (A course of study in business administration, public administration, and related fields is qualifying.) Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarters hours.

Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements for the GS-9 and 11 grade levels.



Requirements:

U.S. Citizenship: Candidates must be United States citizens and present proof of citizenship, if selected.

Residency: If you are not currently an ICE employee, you must meet one or more of the following primary residence criteria for three of the last five years prior to submitting your application for employment:

Resided in the United States or its protectorates or territories (excluding short trips abroad, such as vacations);
Worked for the United States government as an employee overseas in a federal or military capacity; or
Been a dependent of a U.S. federal or military employee serving overseas.
Qualifications by Closing Date: You must meet all qualification requirements by 12:00 Midnight Eastern Time on the closing date of the announcement, Friday, December 26, 2008. Please note that qualification claims will be subject to verification.

Background Security Investigation: You will need to successfully complete a background investigation before you can be appointed into this position.

Security Clearance: This position requires a Secret Clearance. If selected for this position, you must, at all times, qualify for a security clearance at a minimum level of SECRET.

Drug Testing: If you have not already done so, you must submit to a drug test and receive a negative drug test result before you can be appointed into this position. After appointment, you may be subject to random testing for illegal drug use.

Medical/Physical: If you have not completed an agency required medical examination within the last 12-months, and been rendered medically eligible by an authorized government physician, you must successfully pass an agency pre-placement (applicant) medical examination. Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also successfully pass a medical examination (which includes, but is not limited to vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You must be medically eligible and otherwise capable of safely wearing and using a negative air-purifying respirator (gas mask) or other respiratory protective equipment. This position may be subject to periodic incumbent examinations in the future.

Fitness Program: This job is covered by the agency Mandatory Fitness Program for law enforcement positions. You will be required to undergo regular physical examinations. You may, in the future, be required to maintain a level of physical fitness in accordance with the standards and policies of the agency; failure to maintain such a level of fitness may lead to removal from the position or other actions as may be specified in the Program.

Firearms Requirement: You will be required to carry a firearm while performing duties of this position. Maintaining firearm proficiency is also mandatory. You must satisfactorily complete (or have previously completed) the firearms component of the Uniform Police Training Program (UPTP) at Glynco, Georgia and the ICE firearms qualification component during Post-UPTP training. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment.

Uniforms: This position requires you to wear an officially-approved uniform while in a duty status.

Work Conditions: You may need to lift and move heavy items. You may need to stand for prolonged periods on concrete floors and walk or run over rough and uneven terrain. You may need to bend, stoop, walk, stand, and climb, and work in cramped positions. You may need to work outdoors, often under adverse weather conditions.

Training: You will be required to successfully complete the Uniformed Police Training Program and/or the FPS Physical Security Training Program at the Federal Law Enforcement Training Center in Glynco, GA, if not already completed upon entry. This technical training must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.

Canine Handler Certification: The selected candidate must successfully complete canine handler training and certification at the training program designated by FPS.

Motor Vehicle Operation: You must possess a valid automobile driver's license at the time of appointment.

Mobility: Mobility is a major factor in this occupation and you must sign a mobility agreement.

Travel: You will be required to travel frequently.

Other Requirements: The selected candidate must be able to homeboard a dog in his/her residence (i.e., maintain the dog in a safe and approved environment, with no problematic family allergies to dogs, etc); be able to lift the dog (i.e., typically 60-85 pounds) and carry the dog at least 25 feet; work with and around dogs with ease and confidence; and demonstrate ability to handle and work with live explosives safely and in a calm and controlled manner.

Individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. This education must be from an institution accredited by an accrediting agency recognized by the U.S. Department of Education. Failure to do so, will result in an ineligible rating. Probationary Period. If appointed to this position under the Veterans Employment Opportunity Act (VEOA) authority, you may be required to serve a one-year probationary period.
