Job Description

As a Project Manager you will play a key role in the enforcement of new, more stringent federal guidelines with regard to baggage screening. This position will be responsible for total management and compliance of all requirements of the contract.

Specific duties will include:

Provide day-to-day operational direction for federal security at airports projected to have a modest size workforce, several checkpoints, and directly involved in the national interest.

In charge of tactical planning, execution, and operating management for coordinated security services.

Organizing and implementing the Federal Security Crisis Management Response Plan

Implementation, performance and enhancement of security and screening standards for airport employees and passengers.

Oversight of passenger, baggage, and air cargo security screening.

Airport security risk assessments.

Security technology implementation and maintenance within established guidelines.

Crisis management.

Data and communications network protection and recovery as it impacts on federal security responsibilities.

Maintain high standards of competence through instruction, training and inspection of members of the uniformed force as necessary.

Coordination of federal, state, and local emergency services and law enforcement.

Receive and execute, on behalf of Fed Air Security Corporation, such technical directions as the TSA may issue within terms and conditions of the contract.

Accept notice of deductions, contract modifications, inspection reports, and all other correspondence on behalf of the contractor.

Maintain high standards of morale for all elements of the contract.

Must be qualified, customer focused, professional in appearance and manner, and comprehensive in their ability personnel to perform in accordance with the Standard Operating Procedures.

React to changing requirements and quantify, measure, track, and report operational performance in accordance with performance standards, measures, and surveillance methods in order to achieve objectives.

Keep clear lines of communication between Fed Air Security Corporation and the Government for timely problem identification, mitigation and resolution.

This position will not hold the position of an on-duty screener except in emergencies. In emergencies, the Project Manager may man the screening location not to exceed three hours in any consecutive eight-hour period. On a weekly basis, the Project Manager shall report to the COR the total number of hours which he/she or a supervisor mans a screening location.

Minimum Job Requirements
Be a U.S. Citizen.

All applicants must demonstrate one year of specialized experience to perform successfully the duties of the position. For the SV-I pay band, applicants must have one year of specialized experience equivalent to the SV-H or GS-12 level. For the SV-J pay band, applicants must have one year of specialized experience equivalent to the SV-I or GS-13 level. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position described.

Pass a background and security investigation, including a criminal records check, in accordance with Federal law and standards established by the Transportation Security Administration.

Possess certain basic aptitudes and physical abilities as measured through a medical examination. These include color perception, visual and aural acuity, physical coordination, and motor skills.

Be able to read, speak, and write English well enough to:

Carry out written and oral instructions regarding the proper performance of screening duties;

Read English language identification media, credentials, airline tickets, and labels on items normally encountered in the screening process;

Provide direction to and understand and answer questions from English-speaking individuals undergoing screening; and

Write incident reports and statements and log entries into security records in the English language.

Any applicant tentatively selected for this position will be subject to a pre-employment or pre-appointment drug screening. Persons occupying these positions will be subject to random drug and/or alcohol testing.

Pass a Federal Civil Aviation Security Screener Aptitude test. The test will measure:

Aptitude necessary to conduct screening;

Ability to deal effectively with the public; and

English proficiency.

You must also be able to work all of the following:

Irregular hours and/or shifts

Holidays and weekends


Extended hours

In addition, you must successfully complete required training:

40 hours of classroom training, and

60 hours of on-the-job training, and

A certification examination.

Continued employment will be contingent upon passing recurrent training and certification exams on a periodic basis.
