Salary scale not GS

Can some one please explain the salary scale for USPP and USCP. I tried a search - sorry if it's out there. And can you explain after how long and how you get any pay raises?

Uspp Pay Scale

The pay scale is here just have to search.
For DC area only, more in NY and SF.

Hire $48,470
after 1 yr $51,388
after 2 yr $54,417
3yr. $56,913
4yr. $60,916 etc.......
